The increasing diversity of student backgrounds in higher education requires educational approaches that foster tolerance, inclusiveness, and mutual respect. Islamic Religious Education (PAI) plays a strategic role in cultivating these values through the integration of multicultural perspectives into learning processes. This study aims to examine the implementation of multicultural values in PAI learning in higher education, focusing on its conceptual foundations, forms of implementation, challenges, and strengthening efforts. The research employed a qualitative approach using a library research method, drawing data from books, scientific journals, and relevant academic documents. Data were analyzed through descriptive qualitative techniques based on multicultural education theory and the concept of religious moderation. The findings indicate that multicultural values are implemented through the integration of multicultural content into learning materials, the application of dialogic and participatory learning methods, and the exemplary role of lecturers in promoting inclusive and moderate attitudes. However, challenges remain, including the dominance of cognitive-oriented learning, limited lecturer competence in multicultural pedagogy, and the complexity of managing diverse student backgrounds. The study concludes that the successful implementation of multicultural values requires synergy among curriculum development, pedagogical innovation, lecturer professionalism, and supportive campus culture. This research contributes to the development of a holistic framework for multicultural Islamic education in higher education by linking conceptual, pedagogical, and institutional dimensions to strengthen religious moderation and social cohesion in diverse academic communities.
